YES but You didn't provide all the context around the RouteRule. Can you show the full RouteRule element and all children? Your fragment has incorrect casing . You cannot close a with . The latter must be capitalized .

It seems the policy is preventing you, at runtime, from setting the jwk element specifically. So if you need that... you'd need to file a feature request . I don't know why that element is being prohibited.
