The shared flow button is disabled and I couldn't find a way to enable it.
Permission issue? How to enable it?

Sorry for not explaining properly. I am seeing this behavior on our ON-PROMISE installation.
And our administrator is not able find a way to enable this button.

@Raju Mariappan no problem. Are you the Org-Administrator? SharedFlow & FlowHooks are restricted to Admins only by default. Also what version of Apigee Edge is this?
I am unable to reproduce above issue in one of the trial org & I see an option to created shared flow in Apigee Edge.
Yes, It's mostly permission issue. Make sure you have "Organization Administrator" role access to create a shared flow. Keep us posted if any.
