How to fully delete a developer? Get user already exists when trying sign up again with previously deleted email address.

After deleting a developer account using the Apigee admin

the developer account no longer shows in the Apigee admin developers page and the delete API returns 404. Which is good.

But, if you try sign up for a new account using the deleted email address the front-end says "There is already a user with that username."

How do you fully delete the developer so that you can signup again with the same email address?

CPS is enabled on our account.

I waited many minutes after deleting and still can't sign up for a new account with a previously deleted email address.

Are you using the Drupal-based developer portal, or the Edge Portal?

Apigee Support figured it out.

I was using the Developers admin page to delete developers, but that doesn't fully delete the user.

Should use the portal users admin page instead.

I deleted my second user account on apigee edge trail account  and trying to add different user but the adding user is disabled. Where to look to fully delete or remove user account and create a new user.
