In an on-premises install, should the sys admin be added to all orgs?

As part of creating an org, the setup-org.sh script automatically adds the sys admin as an org admin. Is that a best practice in an on-prem install?

If I create the org through the API, the sys admin is not added and I have to do that step manually.

Sysadmin need not be added to orgs. Typically you want the sysadmin to be someone who can create orgs and users etc. Whereas for each org you might want to create separate orgadmin instead of adding the sysadmin to all orgs.
