Calculate monetization billing based on amount of transaction

Hi All,

I see that we can create rate plans based on volume bands that work on the number of API calls.

But there is a business requirement that along with volume bands, they want to charge based on the transaction amount as well. This transaction amount comes in the request body.

@Dino-at-Google @Anil Sagar @ Google Could you please help? I have few more queries on setting up monetization. But this is the one which I need to take care of first.
