How to install istio to apigee and what all steps are required to configure it?

Is any software installation required?

The authoritative source for installing Istio is the product documentation. Kubernetes is a pre-requisite.

And then for configuring Istio with Apigee.... there is an option to configure the Envoy adapter. Examine this page here, at the bottom of the page, there is a link to installation instructions.
