Looking for better granularity than portaladmin

For administration of the dev portal, we would like users to be able to submit their products and update their specs presented on the dev portal, but we don't wish for them to have access to pages, themes, etc., on the Integrated portal. Is there a way to selectively do this? The portaladmin seems to grant a wide breadth of access where we would like it very granular.

There is no way to do this currently.
