Apigee Admin and environment deployment

How can I setup a new environment in Apigee using the maven plugins?

I want to setup an environment..say "QA" and pass along all the other variables for the admin, environments, policy &security, rules and also the apiproxy and policy. I know how to deploy proxy and policy but I am asking questions about setting up an environment roles, users and all the Admin related data to upload to different environment. If you can provide a sample than it will be great.

You didn't specify apigee saas or on-prem. I assume on-prem. you can use management api call to create a new environment and also you can create users and roles as well.
