Why are bootstrap buttons not showing in rich text editor

I was editing some content in the Dev portal and I was using the Full HTML rich text editor and I saw some buttons to insert things such as a carousel, featurette, and jumbotron. However, I haven't seen those buttons since. Does anyone know if there is a setting that needs to be fixed to make those appear or in which instances those appear?

Recent upgrade of Developer Portal disables CKEditor Bootstrap(ckeditor_bootstrap) module. It is made optional out of the box.

Please enable it from admin/modules page to get back same.
