How to create keypairs for RSA for Apigee (SaaS) ? Need to create diff set of keys for different environments.

We are trying to create Key Pair but we dont have our APigee installed on any VM server or cloud platform . Going through i found we need to Run Openssl command to generate keys . But I am not sure on which server to run the command as we different set of Keys to be created for different environments ?
