¿How do create a new register form in the developer portal with my own style?

Hi everyone!

I'm working with the developer portal based in Drupal 7, and i need to create a new page with the register form but also with more elements, like images and my own style. I think i should do a new module but i don't have much practice with this; ¿has anyone done this before?
