Issue while deleting resource

I'm running into the following issue when attempting to delete all of my Java/jar resources from my Apigee env (private cloud).

500 'Error while deleting resource: {\n 
"code" : "events.EventHandlingFailure",\n 
"message" : "Resource is in use by policy1,
policy2]",\n  "contexts" : [ ]\n}'

I see this only when I try to delete one of the jars. The rest get deleted properly. Also, the policies that this error mentions are present in a shared flow as JavaCallouts. However, this error pops up even if the shared flow in question is already deleted. Note: this is not always reproducible.

Any pointers?
