1) Apigee is a Google Cloud product, and is managed by the Apigee team. You can host Apigee in a private cloud on your own servers, or it can be hosted in Google Cloud.

2) Apigee is not open source, but there are management APIs that the Apigee platform is built with that can be leveraged in other applications, or APIs.

3) When you ask how do you complete access, I'm guessing you are asking how do you go from a free account to a paid account? You can register easily for a free account by going to https://cloud.google.com/apigee/ and clicking Try it Free in the top right corner. The Free account comes with 1 user, 1 non[production environment and 100k API calls per month. IF, you would like to purchase Apigee, navigate to this link and fill out the information.
