Doc[1] clarifies the differences among hybrid, private, and public installations.

But I don't see any information about the "developer portal".

Does the management plane of apigee hybrid include "developer portal"?

Apigee Hybrid is in Beta (beta 2). In Beta we don't have support for developer portals. When Apigee Hybrid is GA, developer portals will be supported.
