How to subscribe on foreign APIs

Hello. If I want to subscribe on one of another's APIs and use it for my apps, what should I do?

I've read about registry my app but I can' t use any api products that are not made by me.

How can developers of foreign apps get access to my API products?

Could you send me some links with documentation about this theme.

The APIs/Products should be published to a developer portal.

Developer create accounts in Portals and create application to get access to APIs through Products.
