Apigee Edge Private Cloud Failed to queue frame from Port 4528

What could cause this error to occur in ...log/edge-message-processor/logs/system.log

Apigee-Main-48 ERROR RPC - ClientHandleImpl.pushFrame() : Failed to queue frame. pendingFrames Q is full for 10.X.X.X:4528

I see that from a related post answered by @sudheendras port 4528 is meant for distributed cache and management calls.
