Integrated portal , an error "Your Email has not been whitelisted"

I am trying to register an account in Integrated portal, it is throwing an error with message "Your email has not been whitelisted". Is there any settings i am missing or any issue i am facing?? I am clueless!!

We also experience same issue. Recently one of our partners was not able to register new user in dev portal. Looks like it can be related to latest changes, when user management was moved from Portal to "Developer Programs" menu item.

Please advice.
