How do multiple organisations count their Apigee Edge users?

Hi, we currently have two organisations with a different set of users. My question is how do those users count towards our license. Is it the sum of both sets? Do we substract duplicates?

If the same user exists in multiple identity zones of an account i.e. org1,org2 it will be considered as one as it's the unique user that is counted.
