I'm not sure I understand this question. Are you asking if Apigee is GDPR compliant? If you are, please reach out to the sales team as they can provide the details you need there.
Or are you asking how to use Apigee to implement things required for your own GDPR compliance? If so you'll probably need to talk to a compliance specialist about what's required in detail and then we can assist with turning those requirements into actual API proxies / configurations
