Adjustable Notification Rate Plan - How to get the current number of transactions for a developer?

For a developer who has accepted an Adjustable Notification Rate Plan, is it possible to:

- query the current number of transactions that the developer's application has used

- within a proxy, determine if the Rate Plan limit has been exceeded. (This can be accomplished using the MonetizationLimitsCheck policy for a rate plan with a limit - doesn't work with the adjustable notifucation rate plan however)
