Yes, absolutely, You can import external keys into Apigee Edge, regardless of how or where they were generated.
Why do you need a external consumer key? You typically use an external access token. Can you please elaborate the usecase.
I have requested the usecase, this is a request from a customer. I presume that could be some specific key (generated in an external system) that could be a part of their legacy systems that they want to use for their developer apps too.
I am awaiting details.
