Not able to add Rate Plan

Being an Organization Administrator, I am unable create rate plans? It says, you don't have permission. What access do I need to have to create the rate plans?

Not yet, we are not working on it as of now. So I din follow it up. Not sure if we need to be System admin to add rate plan. If someone can help, it would be great.

@Shivakumar Sudi before creating a rate plan, you need to have a product bundle in your org
