Apigee Monetization Developer Credits Issue

We created 2 API Products and corresponding API Product Bundles and Rate Plans. Developer accepted both the Rate Plans and created an App out of them.

  1. As Edge Admin, added 500 credits to developer to be used particularly on API Product A
  2. Developer tops up his Balance with 100

Ultimately he gets 100 Balance to be used across both products and 500 Credits for API Product A, as per the documentation

On contrary to the documentation, while consuming the APIs only Credits are being utilised for both API Products

Has someone faced this behaviour on monetization earlier?
