Unexpected behaviour in Quota policy

while working with Quota Policy, I found an unexpected behavior on Edge, I was testing the policy for a failure scenario where I show a custom error message to the user after Quota policy fails. In the trace, Quota policy is shown as failed with an "!" mark on policy icon, but the value of flow variable "ratelimit.Quota.failed = false"...
