is it mandatory to give developer fist name ,last name,developer mail id while creating

apikey

Yes, these fields are mandatory. Go to management APIs and check the descriptions.

BTW to generate keys, you need to Create Developer App, which in-turns require developer details which can be done by Create Developer API
