Does APIGEE monitor API availability?

Does APIGEE records API availability? Objective is to implement SRE for API servers. We want set a service-level agreement (SLA) to define how reliable the system needs to be to end-users. 99.9% SLA and error budget of 0.1%.

Also we want to calculate 50th, 85th, 95th, and 99th percentile latencies for a system.
