What is the expected behavior with a missing cache resource and later restoring it?

I have an API proxy that defines a Response Cache, but due to a missed configuration, the cache was not set up in the environment. Given this configuration error, I expected there to be no caching, but in fact when I viewed the Cache Performance for my proxy, I see that caching is occurring. Is the behavior of Apigee to use the shared cache if the cache resource is missing?

I would prefer to use a dedicated cache for the proxy, so can I switch simply by adding the dedicated cache? Is there any risk or impact to API consumers by doing this switch, other than that the new cache would not be populated and there would be many cache misses at first?
