Is there an out of box solution in New portal to have a "Terms and Conditions" type check box in sign up and sign in page?

For many reasons we have to ask all our developers on every Sign-In (as well as on the initial Sign-Up) to tick a Terms & Conditions checkbox (text with hyperlink).

We currently have added some Javascript in "custom scripts" on every page, this is not very elegant.

Sounds like the job for the drupal module: https://www.drupal.org/project/legal

There is plenty of customization and includes a way to ask users to accept the terms on each login. That can be found through the admin menu Config->People->Legal

AFAIK we cannot do that on new lightweight portal.
