Can I connect my API from Org1 to Org2?

If I have 2 organizations, can they freely consume the APIs in each organization? And will the 2 organizations have different host and port?

You can, They are just 2 APIs. You can connect them just like any other API using service callout & http end point. Request will leave Apigee & Come back again through internet. Yes, They will have different host & port.

Are you asking, Can i do an internal API to API call like Proxy Chaining between 2 orgs ?

No, It's not supported.
