how to handle file as input parameter in service callout policy and what are the restrictions in this way and what is the best way.(i'm calling my back end service which accpect file as a input parameter and i need to call that service trough service callout policy and input with a file ).

you're gonna have to provide more details on your question. "File as input parameter" = explain what you mean please? Which file? Where does it come from? Which app makes the request? How is the file encoded? and so on.

Maybe you could explain via a web sequence diagram? Or maybe some sample messages?

Also your reasoning for using ServiceCallout may be relevant, so please explain that as well.
