Apigee Monetization condition on response time.

Hello,

1. Can we have amonetization setup where if the time response is more than one second we don't charge any money to the api consumer?

2. Can we have amonetization setup where api consumer is charged $1 per call, but for some specific business error recognized from the response payload the user is charged $0.5
