Dev Portal SSO Integration - Access Denied

I am following the steps outlined in the post - https://community.apigee.com/articles/29201/sso-integration-with-developer-portal.html.

On step 8 - when I attempt to navigate to https://{host-name}/simplesaml/ - I get Access Denied Message.

Here's the message I am seeing in the logs:
