Creating multiple environments and vhosts using a single org-config file

I have a requirement to use a single org config file for installing multiple apigee environments on a single org.

Is it possible using the attached file.

Its not possible to do run provisioning script with multiple VHOSTS and ENV defined in a single config file. The scripts first load these properties in environment variables and then execute them.
