failed to configure sso identity provider

So I have been trying to install apigee-sso. Last error I got was

[SETUP STAGE] (4/5): Enabling OAuth authentication scheme on "edge-management-server"
--------------------------------------------------------------------------------------
ERROR: Failed to enabled bearer token authentication.

Now, in my config file, I set the following

SSO_PUBLIC_URL_PORT=9443

SSO_TOMCAT_PORT=9443

I know the apigee documentation has 9099 as the default port. Was what I did ok?.

Also when I access https://edge_ui_ip:9443:/login I get the following error

"failed to configure saml identity provider".

Does anyone know what could be causing this error. Anything I should check for?.

BTW, a 5 node cluster. So management server, edge-ui and apigee-sso all installed on same server.
