Unable to create developer if email host format is @com.xx

The request calls to create a new developer with the email in the above format fails with a 500 response.

There is an update from the engineering team in Apigee that this behavior is observed on some of the newly provisioned organizations but not on some of the older organizations. The team is further trying to figure out what changed and why is the validation failing.

This is a bug created to track this issue.
