How can I set different access privileges for different Environments under the same Org?

We at have 4 environments under our organization. Developers require full privileges (something similar to Organization Administrator) to the dev environment alone, but read-only privilege to the other 3 environments (because that is the policy). Is there an already existing access type that can give full privileges to one environment under an Org? Or is there a way to create one?
