POST request to Shared Flow endpoint is creating new Proxies

I am using the endpoint for importing a shared flow as documented here:

However, I am noticing that in the Edge Management UI, bundles that I am uploading via the above endpoint are showing up not only as shared flows but _also_ as proxies in this view:

https://apigee.com/organizations/{org_name}/proxies/

Using the UI to delete the proxies from this view results in their deletion from the shared flow view as well.

So what is happening here? Why is the same endpoint creating both a shared flow and a proxy from the same bundle? Is this intended behavior or a bug?
