Not able to access dev portal of APi portal

I have created Portal from my account but I am not able to access admin panel of that portal via http://test-chirag0305-eval.devportal.apigee.io/.

Please let me know what is issue also is there way to customize look of api documentation page.

You say that you created the Portal from your account, can you give more info on how you did that? If you are in the UI, you go to "Portals" to see a list of portals for your organization, see screenshot:

Do you mean that you want to see the users that have registered for your portal? Wanted to make sure I understand your question.
