Can we use blocks instead of sub theme in Saas.

Does creating a block and adding css to the block instead of adding css in the subtheme css a right way to go ahead? And is the way recommendable by APIGEE?

It depends on your goals.

It's not difficult to create a subtheme, and that gives you full control. Why would you not do that?

I have already created a sub theme. But my concern was , the sub theme is currently pointing to the base theme = apigee responsive. So if any major changes made in apigee responsive and that particular element is not mentioned in my sub theme, does it get overridden and reflects on the screen?
