How to create unencrypted KVM in HIPAA org?

We have a HIPAA organization and need KVM functionality. The KVM functionality we are building will -never- have any data that needs protected in it (it is a lookup map for arbitrary values).

How do we create an unencrypted KVM in a HIPAA org?

@terrancedavid If you are on cloud, then you cannot create a unencrypted KVM if the org is a HIPAA/PCI org because encryption of data is part of HIPAA/PCI compliance pack that you might have purchased. Is there a specific reason why you would want an unencrypted KVM?
