TPS achieved with 13 node cluster

Queries :

1.Do we have a reference material for TPS defined for a 13 node .what is the average number and how much can it be stretched . Lets assume hardware is worldclass/server class machines.

This 13 node will have 4 RMP .

2.I also want to understand what is the difference between a concurrent rate limit policy and TPS achieved at gateway . Both sound same to me .

TPS achieved by system (runtime: R, MP, CS) is driven by multiple factors such as hardware specification used, API proxy complexity and implementation details, payload size, TLS vs HTTP, etc.

The best way to understand how many transactions per second (TPS) your installation may be able to handle is by conducting performance test baseline of your real APIs or a representative group of them.
