How to make a page pop up

Hi All,

In "Add App" page, for each listed Products, I have added a link for API documentation.

For this I have modified the file "devconnect_developer_apps.module".

If I click on the link, API documentation is opening in the new tab. But the requirement is to open in a pop up window.

I tried all options for onclick events. But no options are working for pop up window. If anybody has any inputs on this, please provide.
