Install new region wihout management server (in that region)

We try to install a third region (dc-3) without management server (we already have two regions (dc-1 and dc-2) both with their own management-server). My first question is that possible? If so, how would I provision this new region (dc-3). Provision = ensure that all datastores are correctly created, etc.

We are running 4.16.09 with monetization. The main difficulty is with the monetization-datastores (mint-datastore, taurus-datastore and notification-datastore) as that give the error:

Invalid host 10.1.x.x. It is not part of the cassandra ring formed by servers [10.1.y.y] for keyspace mint.

I realize this is an old post, but did you every get you're 3rd data center installed? We have an issue we've encountered (https://community.apigee.com/questions/62132/adding-3rd-datacenter-in-opdk-41805.html) and I'm reaching out to whoever might have some experience with multi data installations...in the event someone has run into this issue.
