Under devconnect setting you can customize the header background color,welcome message,logo setting etc details. After that click on save configuration button to save this configuration, and go to developer portal check all the changes made.
@ Umanng thanks for the input, I am looking to change the welcome text message background, i want that area to be changed.As of now it is in white. what your saying changes in header and footer.
