Upgrade to 4.16.09 on Amazon Linux fails by missing pg_upgrade

During the upgrade of Apigee Edge from 4.16.05 to 4.16.09 pg_upgrade is used. Unfortunately pg_upgrade seems not to be part of the Amazon Linux package of Postgres94. (see also this thread:

https://forums.aws.amazon.com/message.jspa?messageID=709391).

This causes the upgrade of postgres-master to fail.

Is there a work-around for this issue?
