user getting inactivated in edge

Hi All,

We see that a couple of users are getting inactivated in Apigee Edge cloud by itself (after registering in Developer portal with the same email id.) and the APIs created by them are returning 401 error.

Also, some users in Developer portal are unable to login if the account is not logging for 3-4 days.

Could you please let us know if we need to follow any pre-requisites for user creation in dev portal if the user is already present in edge, so that we avoid these kind of issues.

Any documentations/links will be of much help.
