Problem with key validation [tutorial]

I recently started to learn Apigee. Right now I am doing "Part 2: Generate and test an API key" section from the tutorial and have some issues with registering the app. After I add a Product and Developer, next step is to register the app (trhough Developer Apps) but whenever I enter this section I get this

I think that this is related with lack of permissions but don't know how to fix it. Can anyone help me?

@Anh Tuan Nguyen what's your current role in the org? Are you an "org admin"? Do you know if you have any apps in the org already? One way of checking the list of apps is via the Management APIs.

I am a programmer. I don't know wheter the org have any apps already.

@Anh Tuan Nguyen For tutorial/learning purpose we can use the Consumer Key of Premium Weather API Product which has Nikolai Tesla as Developer(it used to work for me, because I used to add my proxy to it).

To know your current role, in API Management click on Admin >> Organization Roles

For creating a new product,developer and developer app follow the steps in the attachment(apigee.zip).
