Keyvaluemap created through API is not appearing in Edge Administrative portal. Why?

I created a keyvaluemap through the docs url http://docs.apigee.com/management/apis/post/organizations/%7Borg_name%7D/keyvaluemaps and when I tried to login to the API Edge -> APIs -> environment configuration I am not able to see it there. Also when I create it in the portal and try to access it through the tutorial link http://docs.apigee.com/management/apis/get/organizations/%7Borg_name%7D/keyvaluemaps I am not seeing it. I had used the same orgname, emailid and passwords in both the cases.

The UI exposes the environment-scope keyvalue maps, not the org-scope ones.
