Automatic email notification for forums on dev portal

I am trying to setup an email notification for forum entries on dev portal. I am not sure how to do them. Also, how do you TAG certain people when replying to them? So that the system automatically generate email notification to the tagged person, original poster, admin any custom user.

The automatic email is not getting responded and I have gone through the issue many times and I really need a solution to get it fixed. I am having currently outlook 0x8004010f on my email portal.
