Automatic Emails when Customer Reaches Quota

We have created api call quota limits using custom attributes that we add to our products and a custom policy that runs a script to check the attribute value. We would like to trigger an automatic email once a user has exhausted all of their call volume for the month. For example, if the product allows them to make 1000 calls per month then once they have made the 1000th call they should receive a system generated email stating that they have made all of their calls for the month. Has anyone implemented anything like this without monetization or have any ideas?

we have nothing like this - but we did enable the updated response codes so they get a special response code...
